NJ LSRP Services

The enactment of New Jersey’s Site Remediation Reform Act (SRRA) on May 7, 2009 resulted in major changes to the way in which sites are remediated in the State of New Jersey.  The end goal of SRRA is the cleanup of sites in a timely manner, and it establishes an affirmative obligation for responsible parties to do so.  The most significant change set forth by SRRA is the Licensed Site Remediation Professional (LSRP) program, by which State-qualified licensed environmental professionals hired by the responsible party direct and oversee remedial activities conducted in accordance with New Jersey regulation, and issue Response Action Outcomes (RAO) at the successful completion of remediation.  The RAO is the equivalent of the No Further Action determinations previously issued by the New Jersey Department of Environmental Protection (NJDEP).

After a 3-year phase-in period that began on November 4, 2009 under newly-adopted interim rules, the LSRP program reached full implementation on May 7, 2012.  As of that date, all remediating parties are required to retain a LSRP and remediate their sites, including sites that initiated cleanup prior to the phase-in period.  The Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) rule establishes timeframes by which various activities that comprise site remediation must be completed.
